必須堅(jiān)持加強(qiáng)和改善宏觀調(diào)控。近兩年來(lái)的宏觀調(diào)控，是認(rèn)真落實(shí)科學(xué)發(fā)展觀的重要實(shí)踐。宏觀調(diào)控與市場(chǎng)機(jī)制都是社會(huì)主義市場(chǎng)的基礎(chǔ)性作用，同時(shí)要搞好宏觀調(diào)控。關(guān)鍵是要根據(jù)經(jīng)濟(jì)運(yùn)行的變化，把握好調(diào)控的方向、重點(diǎn)、時(shí)機(jī)和力度，改進(jìn)調(diào)控方式方法，主要運(yùn)用經(jīng)濟(jì)、法律手段，輔之以必要的行政手段，促進(jìn)經(jīng)濟(jì)平穩(wěn)運(yùn)行和持續(xù)較快發(fā)展。

We need to make better use of the basic role of market forces in allocating resources and carry out macroregulation well. It is important to adapt the direction， focus， timing and intensity of regulation to economic changes and to improve the methods of exercising it， which is mainly through economic and legal means supplemented by administrative means when necessary， in order to promote economic stability and sustained and rapid economic development.
